The savings plans of the federal government, which are necessary to compensate, among other things, for the increase in defense spending, are becoming more concrete, and the cuts planned by the Ministry of Agriculture of Minister Cem Özdemir are meeting with widespread protest. Six federal states have therefore already written a letter warning of the serious consequences of these austerity measures. Specifically, this concerns federal funds from the „Joint Task for the Improvement of Agricultural Structure and Coastal Protection“ (GAK), which had a volume of 1.133 billion euros in the current year and is now to be reduced to 48 million euros.

These are federal funds that are ultimately supplemented and awarded by the states, often further down to the municipal level. This complicated structure is necessary because the Basic Law prohibits direct cooperation between the federal government and municipalities. Most of the affected areas, such as coastal protection, are original state tasks. However, the states often do not have the means to fulfill these tasks.

Under the GAK item, there are many different positions, such as investment support for livestock breeders who want to switch to animal husbandry with land use restrictions, energy consulting for farmers, or promotion of the „cultivation of perennial wild plant mixtures“, i.e., hedge plants. The reason why many district administrators have also protested against the cuts and argue as the main argument that this would no longer make it possible to equalize living conditions between city and country – a mandate of the constitution – is likely to be hidden behind the following formulation on the website about the GAK framework plan 2023-2026: „The ‚Regional Budget‘ funding measure can support small projects that make a particular contribution to local and inner development, social and cultural life, as well as leisure and recreation.“

The problem behind this is that the corona measures were just as devastating for smaller businesses in rural areas as they were for those in cities, but the possibilities to compensate for such losses are much more limited. The ongoing centralization in rural areas has caused schools, guesthouses, pastors, bakers, and butchers to disappear, not to mention trains and post offices. More than the centers of neighborhoods in cities, the remaining centers in rural areas must be artificially kept alive. This is a task that actually exceeds the financial capabilities on-site, which is why every cent of funding is fought for, which can be obtained from any pot.

In addition, even with mixed financing, such as the GAK, multi-year contracts are usually concluded that must continue to be serviced even if federal funds are cut. In this way, decision-making options at the political levels below are further restricted.
