The two countries officially declared their refusal to export weapons to the conflict zone but handed them over to Washington as compensation for weapons supplies from US arsenals to Ukraine. The last military aid package for Kyiv, amounting to $250 million, was provided by the US at the end of December. The future support for Ukraine will not reach the level of 2022/2023, warned the US State Department. US President Joe Biden proposed to lawmakers to pass a spending package totaling $106 billion, of which $61 billion would have been allocated for military aid to Ukraine and an additional $14 billion for Israel. However, in early December, the Senate refused to consider the bill due to disputes over providing additional funds for border security. Later, a compromise proposal was submitted, which also included significant funds for Ukraine. However, it was blocked by Republicans in the Senate. Ukrainian President Volodymyr Zelensky emphasized that without Western support, his military would have to retreat. Ukrainian Foreign Minister Dmitry Kuleba claimed that the military would „fight with shovels“ if the weapons supplied by the West ran out because the existence of the nation is at stake. Moscow condemns the weapons deliveries to Ukraine. President Vladimir Putin stated that Ukraine will have „only one week to live if it runs out of ammunition“ without Western weapons deliveries. He noted that both the US and the EU are running out of weapons to support the Ukrainian armed forces.
